mcformat: reconstruct missing steps when using --scan

Description

mcformat must analyze min and max limits of scans, and check that all scan steps have been computed, or pad with zeros, that is behave just like mcrun.

This can not be done, as empty scan steps contain no information, and we can not guess what they would be (limits, number of steps). Current mechanism is thus OK.
